Bed bugs inject an anthetizing material so you do not feel it when they bite. They fill up with blood and 
then go to the mattress seams where they usually have their nests. They may also have their nests in a side table, head board or on the wall behind a picture. A person may have these bites and wonder where they came from and may accuse fleas of the bites.
